1969 Dodge dart sedan????

I thought dodge did away with the sedan in '69 2 doors????? Something is wrong here. Vin shows a '69 two door ht (23 code) isn't a sedan 21?

Possible VIN tag change car? The guy took a VIN tag off of a hardtop car and put it on a sedan? I think '69 was the last year for sedans in 2dr. Maybe a mis-stamp from the factory and should have been 21?
