1970 Duster no brakes

I have a 70 duster that I bought that has been sitting for about 2 years I bought from the original owner. It was originally drum car and he put factory discs on it years ago. The booster looks 2 years new and the master looks like it was replaced at the same time. Anyhow when you start the car the pedal does not go down any. Put it in gear and it takes all your effort to stop it rolling at idle. Where should I start, cracking lines at the master or the wheel cylinders. I don’t want to start breaking a bunch of crap that doesn’t need to be repaired. Thanks in advance for your reply.
 
Is the carb/manifold vacuum line hooked up to the booster? 65'
