1971 cuda fender tag

Hi

I have a restored 71 cuda with 383 and manual tranny. Next to the fender tag I see three stock holes. Is there something missing here that came from factory? I remember seeing at Carlisle a cuda with an additional tag. but I dont remember the details

Export car? Are all your options on your tag?
 
There should be indentations so if it had cruise control they would drill there.

If it’s drilled all the way through, someone added cruise control likely. Not factory available with original 4 speed cars.
 
2nd fender tags are right next to the primary tag, not that far back where your holes are. They were only there in a few special cases - TRANS AM, HEMI FENDER, SPECIAL ORDER, SPECIAL HANDLING or more commonly a continuation of codes from the 1st tag if it was heavily optioned. Second tag also used the same screw for two tags so there would only be one extra hole to the right of your existing tag. This is an example of a heavily optioned 2 tag car
