1972 Duster neutral start ground question

Does the brown wire from the starter relay ground terminal to the transmission neutral start switch center lug on a 1972 Duster have an additional ground wire spliced into it that goes to the chassis? Reading the wiring diagram that is what it shows, old harness had that provision but it was loose from the chassis. I bought a 1971 harness because that’s what I could find, but it does not have that provision to ground to the chassis as well, do I need to add that? And am I correct?
 
If that wire grounded to the chassis, it would start in any gear, which kind of defeats the purpose of having a neutral safety switch.
