1997 Plymouth Voyager wheel shake?

My brother has a high mileage mini-van that's developed a nasty steering wheel shake. It comes and goes. He pulled the front wheels, and they're fine, and he checked out the front suspension. Nothing looks loose there, either. Anyone experience this before?
 

Steering wheel shake at braking is warped rotors. Steering wheel shake that comes with bumps or pot holes is tie rod ends
 
This is neither of those. He pulled off the front wheels to see if it was bad tie rods/ball joints. Also looking at the brakes at the time, and checking the wheel lugs to see if a wheel came loose. It shakes very voilently, then stops. We haven't got a clue.
 
You say comes and goes...did he check the motor and trannny mounts? I had a dodge minivan with the same problem and turned out to be loose mounting bolts.
 
Has he ever changed the shocks (struts)? Betcha that will do the trick. It's fixed this problem more than once for me.
