Your best bet is to just get a different cam.

That cam can easily be reground,,,,,depending on what lift you want,,,(they might have to touch that one with some weld ) ?
But,,it would still make an excellent cam .
I think’ sometimes they get beat up with trash from the block machining process .
Or,,,they had a piece of trash in it from the initial casting of the core .
Either way,,,I have seen several like that,,,and they all turned out great .

What material is that cam made of? Looks like a SADI core. Can those cores be welded??

The 360 came out of any 89 3/4 ton pickup I bought used that I hated and didn't maintain very well. It was an oil leaker and oil burner. The idea was to save the cam as a core as there seem to be a shortage of cores. It's evident to me the bearing journals need to be ground so hence undersize cam bearings.
Just like any other metal. Rust pitting. It sat up a while, evidently.
I would not risk re-grinding that cam.....
Two reasons:
- the pitted area on the right hand lobe looks to be almost flat...like it is a flat spot
- could be rust pitting...or more likely a defect in the material...which might show up again after a re-grind
