considering a 318 build with stock lower end; if i install a set of 60 over Kieth black 167 pistons will i need to rebalance? if so how much does a standard rebalancing of an internally balanced engine set you back? TIA

Yes, you will need to have it balanced.
Cost will vary depending on machine shop and how far out it is with the pistons and rods you are going to run. Mine was around the $300 Mark if I remember correctly but I'm in Australia so rates are probably quite different in the states.
If you need to add Mallory metal the price will jump up.
Take everything in when you have it balanced - pistons/pins, rings, rods, crank, ballancer, flexplate & bolts.

With those pistons, you can, with the right heads, make a lotta pressure;
which means you can run a big cam with a late-closing intake;
which will move the power peak to over 5000;
which with an automatic, will want to be shifted maybe 600rpm or more higher;
which, will require balancing so it doesn't vibrate itself to death.
Balancing is the last thing to do, even after working on the rods. External is fine for a streeter. Whoops, lemmee rephrase that;
IMO, external is fine for a streeter.

Yes , rebalance. They're lighter.
When it's just a couple grams lighter..its not that big of a deal... heavier is though...but after 2 grams/a point...its gonna resonate/harmonic on you at freeway cruise speeds/3000rpm .
