I have been told this is actually a 65 273 HiPo 4bbl intake which makes it pretty rare

Has one broken ear on right rear otherwise it is in good shape.

I posted a pict of the broken ear.

I have been told this intake can be repaired using an asetalyene torch, a nickle based welding rod and an arc welder. I have never welded cast iron and I am unsure if I want to attempt it.

I'd leave it alone. With a hardened washer under the bolt you should not even notice that little bit is broken.
