That's right, they're not the same. However, they might be swappable. See this post for pics of a '63 Dart with a '65 Dart front bumper installed. Looks like a perfectly acceptable fit to me.

The question was 65 to 66 bumper. Not 63 to 65. Different in 66. A 66 was a one year deal as far as looks, wider.
