65 dart horn "roller"

Can this be removed? The one on my current steering column is broken... Everything else works fine. Here is a picture of it. It seems to be riveted. The second picture is the bottom of it.

do u have any rust cleaner? muratic acid?, dab some on that piece--let it set, then rinse off with spray lube --should b good as new.Lawrence

I think he's wanting to remove the one in his picture and replace the broken one with it. It is riveted, and swapping it would be a chore.
Why not clean the one in the pics and swap the whole assembly?

I would just replace the whole assembly, wires and all. They're not that expensive.
