Are 1966 valiants and 1966 Barracuda fenders interchangeable?
66 4 door Valiant fenders would fit 66 Barracuda?

They will bolt right up. Only difference may be trim and emblem holes.

The rear bumper face bar is the same as the '63-6 Dart and Valiant S.W. too, but, I think the brackets are different between the S.W. and the others.
