It is grounded by the dash frame. You most likely have a fuel gauge that has gone bad (typical). The voltage limiter is built into the fuel gauge. When it goes out it it no longer regulates and sends battery voltage to the gauges instead of the 5v pulse and cooks them. Try Ben at http://www.demonivr.com/. link appear to be broken currently.
