They were an option, but I would recommend double checking the application, my 69' wheel doesn't fit the 70.With the key in the column, the height of the shafts are different.

Column diameter changed in 70 with the key now in the column. Wheel will fit but there'll be a slight gap all around the outside edge because of the difference. That's why the bigger pad collar and the black plastic spacer attached to the wheel's back side. 3 small holes at the spoke bases for the spacer.
