69 Barracuda Trunk Lock

Does the lock go on the outside of the tail trim panel or before panel is installed? I already put the panel back on (what a pain) and really don't want to dismantle it again. The cylinder isn't long enough to capture the clip. Any suggestions would be appreciated.

It goes on the trunk before the panel is attached, you will need to take the panel back off, you should have asked that question first...
