69 dart scoop repair

Hi I’m currently in the process of restoring my dad’s 69 dart hood. So far I have taken the scoop off and I’m not sure how to address properly re- mounting it. The fiberglass on the scoop was in very poor condition and all of the filler work from around it had cracked. It was previously mounted with nut and bolts and no type of adhesive. I want this hood to last and a quality repair so in 5 years we aren’t doing this over.
He got this hood from a buddy which is why there are 2 massive carb holes. As well as 40 vent holes drilled along the back of the scoop I’m not sure to fill them or if heat extraction was the purpose

I had a scoop similar to that and just made a gasket that fit perfectly under the scoop and sealed it to the hood, then bolted down the scoop. Fiberglass will always crack, especially if it is still on the springs and gets opened and closed a lot. One time the wind closed it for me and cracked the fiberglass...
