Going round and round trying to trace down
the grounding for the front blinkers.
I cleaned up the ground to the front lighting
harness that is on the front in-between the
radiator and battery but that did not work.
Tried to trace the wire directly from the
plug that connects the to the blinker right
at the grill and it looks like it was headed
back towards the bulkhead. Anyone encountered
this or have the wiring diagram?

I'm beginning to think you might be confused. IS IT POSSIBLE that your car has (or had) the stupid option called a "fuel pacer." This was a vacuum switch wired in with the left front flasher indicator that turned the left indicator on when the vacuum switch.......under heavy throttle......turned on. Completely stupid, and with a slant 6 probably "never shut off," LOL

If not that, you might be hours ahead to solder a second ground wire onto the lamp shell and run that to the radiator support

You ARE ? sure? it's a ground problem?

So far as the wiring diagram, go here and download yourself a free factory manual:

http://www.forabodiesonly.com/mopar/showthread.php?p=1970088617

The diagrams at MyMopar are not always complete, sometimes wrong, but sometimes easier to follow

71 Duster

http://www.mymopar.com/downloads/1971/71ValiantB.JPG

In the 71 shop manual here:

http://www.mymopar.com/downloads/servicemanuals/1971_Plymouth_Chassis_Service_Manual.zip

From MyMopar

This manual is page numbered consecutively, not using the proper "dash" page numbers, so you have to play with numbers.

The wiring diagram index for section 8 is page 368

BUT THESE DO NOT SHOW the front end wiring, only the engine wiring, instrument panel, etc.

So now download the "71 body manual" from MyMopar, here:

http://www.mymopar.com/downloads/servicemanuals/1971_Plymouth_Body_Service_Manual.zip

"Body Electrical" chapter 5 is page 97, page 102 shows a Dart front signal lamp. This shows a pigtail with ground wire, which must be well grounded

Go to page 138 which is the wiring diagram for "front end lighting" and notice that the diagram does not even bother to show the ground wire!!!! The two wires coming off the socket are park and turn power wires

This '71 manual was the first year Ma split the shop manual into "body" and "chassis" and I guess some things got lost in the translation.

I often go back to the 70 shop manual and compare

It's definitely the ground because I can run
a wire from ground to the lamp socket
and the bulb comes on, I was thinking of
just patching in a new ground but part
of my enjoyment of working on these cars
is figuring out where the issue is but frustration is no fun either!

According to the (damn poor) documentation, it's gotta be a socket grounding issue, one way or the other.
