71 Scamp spare tire well

[newbie del]

I recently purchased a 71 Scamp, while cleaning and checking things out I noticed holes in the spare tire well and wondering if anyone can enlighten me as to what may have been bolted in there. In the meantime I will seal the holes up to keep dirt/water out.

Thanks fellows. Makes sense. There is an outline of something bolted down. And whoever/whenever it was done they didn’t know how to drill round holes. On to plugging them up.
