So, I bought this Dart from this nice kid who I'm now figuring out knows as much about auto electrical systems as my cat. Aside from the gremlins running through my car's electrical system, I've decided to tackle the dash first...
He bought a instrument cluster voltage regulator that plugs into the back of the cluster and hadn't installed it. He bought this to remedy the inaccuracy of the temp and fuel gauge, which were always reading 200 deg. and 1/2 a tank.

So I replaced the voltage regulator...

Now, the temp reads nothing and the fuel reads nothing.

everythings plugged up as it was.

Thoughts?

No chassis ground. The panel wont work while dangling from the harness connecters unless you provide a ground wire/path.

the screws that attach it to the dash provide the ground path. Evidently the limiter isn't working. No ground was my best guess.

Well, I don't have all the screws in, because I don't have all the screws. Like I said, it worked before. It's a friggin' mystery to me right now. Is there someway to test the limiter?
