Yes, at least my '71 does. They're both fastened to the dashboard using spring clips. One is fastened to the steering column assembly under the dashboard, and one is fastened to the underside of the dashboard near the ashtray...

Any car that I know of that is equipped with hazards has two flashers. 70 was the first year of the locking column, and I BELIEVE the first year where the hazard switch was integrated with the turn switch. Before, the hazard was a toggle on the dash, and before factory, you could buy an add-on kit to add hazards. Some early cars came factory or optioned with a switch similar to this, clamped under the lip of the dash. Some brands had the hazard flasher attached to the switch
