904 Shifting problem

We have a 904 automatic fresh from the transmission shop. My problem is it only has first gear and reverse.

Could be a stuck governor valve, since it's fairly common after a rebuild.
Were the cooler lines blown out well?
They need to pull the tailshaft housing and flush it out.
