another fuel gauge question

So I have the typical non functioning fuel gauge in my '74 Swinger. The sending unit reads 83.5 ohms and seems about right for the fuel level. When I short the wire to ground and turn the key the needle quickly rises to full, so no problems there. The temp gauge reads low as well, does this sound like an instrument cluster voltage regulator issue?
 
First , you have proven the limiter is working and not the problem.
83.5 ohms is a well below empty ready. 80 ohms equals no needle movement.
My guess is saturated float or hung sender. What I mean by hung is the sliding contact wears to the shape of a C or hook and hangs on the resistor winding.
 
Ok, so a new sender unit for both the fuel tank and the temp gauge?

Does the screen on your temp gauge offer any numbers ? If you have only C and H ,
A different sender may not make any difference.
 
In that case you would imagine the center of the scale is 185 degrees. That's not how they work. Center of that scale is closer to 200 degrees.
