Another steering column question.

I removed the inner shift tube, from my steering column. I went from column shift to floor shift. Now, I'm having problems with the shift collar, where the shift lever used to be. If it is not positioned just right, I can't turn my ignition key.
Can I just remove the collar, where the shift lever used to be? See pic below.

not easily anyway - what is probably happening is the mechanism is attempting to go "into gear" inside the collar - can you move the collar at all?
 
I left the shift tube in mine and just zip tied around the tube inside the expanded metal outer sleeve to hold the shift tube in place. Kinda tricky getting the zip tie in under the expanded metal cover and back out, but it's doable. Some guys use a sheet metal screw to keep it from spinning and locking the key switch or column up.
