Here is the other sensor that is gear driven directly off the output shaft.

That one looks like a VSS. Is that one in all 2WD trans, or only up to a certain MY?

Is it a Hall effect sensor?

2wd and up to model year 2002 I believe. In 4wd trucks the output speed sensor was moved to the transfer case.
