Ball bearings in gas tank?

Alright, I changed the gas tank in my 65 Fargo, because the original one was full of crap. Once I took it out, I poured its contents into a tub. What came out were about 20 small black ball bearings, and a rock... Were the ball bearings supposed to be in there, possibly to bang around and keep crud off the tank? Or was someone trying to screw me or the previous owner over?
 
Could be as simple as kids throwing junk in the tank
 
Alright, thanks. Ya, I couldn't see the rock being useful in there, but wasn't sure why the bearings were there. I haven't fired it up yet, but it may have something to do with why my fuel filter has no gas in it after running for 5 minutes.
 
Never hered of that. Sounds like some thing kids or maybe an angery EX wife would do.

My Dad's EX put sugar in his gas tank. Turns out all that does is plug the filter.
 
When I prep a tank to seal it, I dump bbs in it to knock all the crap and rust loose.
