I found a old rusted and dirty ballast in the wrecking yard.

Not having anything to loose I took the strap off and soaked it in evaporust, then tried to get the rust stains off the ceramic, so I said WTH, and put the ceramic and resister in as well.

Next day took it out, clean and white, not a sign of rust.

I don't know if the resister wire is ok from the soak, but you can bend the lock tabs and remove it before soaking. Just watch out, on many, I have seen the ceramic rod the resister coil is around are cracked.
 
You put all this on here just knowin we love pictures. Then you don't come across.
