Ballast resistor question

Cool just making sure. I just had a voltage regulator go out and she was puttin out almost 18 volts just wanted to make sure it didnt get messed up from that

Heat is a normal function of a resistor. But not too hot, if its smoking that's bad, if its just hot then it should be working fine.

Yes I had a resistor go poof on one of my old Dodge rams.
 
A new one smokes for a while until impurities and such burns off the resistor wire. Tells you how hot the wire itself gets.
