Brake Booster swap with 7" diaphragm

I have a 75 Duster and I'm swapping out the old big brake booster with a new dual 7" booster and cylinder. I have it set up with the same arm length. When I go to put the booster on the bracket, the threaded rod is too long. Do I cut it? It came with no instructions.
 
The booster doesn’t come close to being able to thread on. Can you see this in the pic.

My first question would be, - is the bracket hooked up to the pedal, if so, is the pedal height near where it should be?
