is there a way to add a charcoal system to eliminate gas fumes from engine bay of a 64 valiant? What items do I need to incorporate this charcoal system?

Yes, it is possible. But not very easy.
There are two principal sources for the fumes; the carb and the tank.
The easiest would be to swap on all the parts from a car already equipped with the system, like a 72/73 up Dart.
The system includes the carb and air-filter house, the canister and all lines. Additionally the tank had a steel vent-line running from the top of the tank to the canister, and usually a fuel-separator in the tank. This is a perfect time to also convert the engine to be able to run a PCV, as the carb will already be calibrated for it. Cars equipped with this system have a decal under the hood detailing the hose hook-up.The decal is usually on the underside of the hood or on the core-support.
It is not easy to retrofit a canister to run on a carb not equipped to run it.
I seem to remember the very early forerunner to the charcoal collector, used the filter house or the crankcase to collect the fumes. That might be worth looking into.
