Carb swiveling on mount, vacuum leak

I discovered my carburetor is slightly swiveling on it's mount, creating a vacuum leak, rough idle and car running rough. I plan to rebuild the carb next Spring but....

Is the carb screwed to the mount from the inside? Can I remove the carb to access the bolts, tighten them, and put the carb back on? Is this how the carb is connected to the base that is bolted to the intake?

I can physically slightly swivel the carb while the car is running. When I go one way, car runs fine, when I swivel the other way, the car runs rough.

I will garage the car in about a month for the winter.

I think you've answered your own questions LOL!!!!

Sounds like the upper section is loose on the throttle body. There are screws from the bottom.
 
I assume its a Holley....
