Circa 1965, How did/did not Chrysler Finish Inside the Cowl Areas?

Before I decide on a final plan of attack, I would just like to be informed by someone, in the know, of exactly what paint, primer, sealer, whatever preparation (nothing?) the mid-sixties A Bodies were blessed with in the hidden bowels of the cowl? I see "some" rust in there for some reason.

According to that dipping chart the body only gets dipped 22" deep, which would leave the cowl out in the rain.
 
That's the first place I check on an A.

I've seen otherwise very solid cars completely ate out in the cowl.
