Except they do cloud seeding in this area like 300 times a year without results anything like this, and also didn't do any cloud seeding in the lead up to it.

Basically, a lot of places are getting more rain these days than they once did (for uh, reasons...), and freak weather is becoming more commonplace all over. Dubai is also, as one might expect by looking at it, laughably underprepared for any sort of large rain event. Then again, what city is set up to deal with their entire average annual rainfall in a 12 hour window?
