Console carpet installation help or tips needed

Do I glue the carpet on first or bolt the console in first then glue carpet on? One thought is to glue the carpet on except over the two front mounting screws on the sides...what say you?

How about velcro?? That way it can came off and be adjusted if it doesnt fit right??
