Cowl Drain

I have a 62 Valiant that has some minor rust at the lower portion of the cowl vent. It has two plastic plugs (I assume for drainage) on the firewall but how does water drain out while the plugs are installed? Is there another drain that is not obvious?

Check out post # 9...it has pictures.
Just remember, different years have different drains but they are in the same area.
