Custom ground camshaft, low power

Those cam specs look like old Cam Dynamics energizer cam I use to put in 4x4's back in the 70's. [email protected] cam in a 440 would bring up a late model 440's hp rating to a 1970 375 hp rating... a cam with 228@50 is not going to set the world on fire.
How much power did you expect or were told it would make ??
 
20% IMO is unacceptable on a fresh engine and the main reason why you're seeing the power down. If you saw the vapor being pushed up and out, the intake valve(s) are leaking. I think at minimum the heads need to come off and be done properly by a performance shop. Had your shop pulled the springs and checked the pattern they would have seen it. Never mind using a runout gage on the seat or valve and measuring the guides.
