all my dash lights and tach light went out as well as my tail lights only headlights come on . . how can i fix this guessing its a short ?

Sounds like it to me too, and if it isn't that I would think maybe the headlight switch

fuse, yep, definately a fuse, Wapner in ten minutes.
the dash lights and tail lights are on 2 seperate fuses. If the fuses are good the headlight switch is the most likely fault. If the fuses are blown there is a short somewhere that could be anywhere from bulb sockets to headlight switch. Good luck
