What do you use or do to clean the black surfaces of the dash bezel on the 69 Dodge Dart Duster?

If you feel like it's over your head let someone else do it you have too nice of a car to mess something up it's a very delicate process when you start going into those clusters especially when you get to needles and cleaning back face surfaces of gauges...you can mess up stuff ...if you disassemble send bezel of for vacuum ornamental chrome and paint detail

I would do the temperature radio bezel first and see how that came out then I would go with the cluster next

Arrow up LOL. once you get it clean you can get some shine back (if it's not too far gone) with a cleaner, restorer or dressing type product. I always try and do a spot on an old part I won't be using or in an area not visible underneath just to be safe.
