I guess it did come on that CAP California emissions package. I believe it pulls full timing at idle or at any chance of light throttle.
It does indeed save gas, as well as clean up emissions. Read from our own @slantsixdan

What it does is provide normal vacuum untill deceleration then it provides manifold vacuum for a short time. This keeps advance high for emissions.
It is not a fuel saving device.
The color of the cap indicates its particular "tune"
It is part of the 67 ( maybe other years too) CAP package.
