Doesn't seem to idle down far enough

I just installed a brand new six pack setup on my 340. When I back the idle screw all the way out shouldn't the engine die or at least go to a low enough idle that would almost shut off?
 
The outer carbs have butterfly stop screws which are in effect idle screws. They may be open too far, or even some linkage/ binging, etc stopping them.

Other than that, "the usual" vacuum leaks.
 
I didn't even think to check the outer carbs. All I have done so far is set the fuel level in all 3 carbs.
 
This is my first six pack setup. Looks like I need to read on through my paper work and keep adjusting. I remember reading that in the paper somewhere now that you have mentioned it.
 
i know on our cross ram hemis we disconnect the linkage and set each carb as necessary, ive never played with a six pack so i dont know if the same applies but thats how i would do it...
