What can I upgrade now?

I have a buddy with a 318 in his Valiant set up similarly to me, just with an Edelbrock 1405 600 cfm carb. The cam is a Comp XE268 (.477/.480 lift), stockish heads and compression, headers, 2.5" exhaust. He is wondering about jetting, since the plugs are a tad white. It runs ok, according to him, but that might just be relative, as I have not driven it. I am thinking that he needs to go up a size in jetting.

What do you all think? I know these carbs are lean out of the box. If he needs to go up, what number should he use?
 
if it's not surging at cruise, it's probably fine.
Todays gas doesn't show the tan/brown but down around the inner base of the ceramic and it's kinda hard to see.

The stock jetting of the 1405 [73/100 'i believe'] is about right for that cid/cam for the most part.

the 1406 has larger rods and 98 jets and causes a lean surge w/similar cam'd 318.IME
 

No lean surge. No real scent of fuel to plug, no blistering to ground strap or electrode. It is the 1405 manual choke.

May be an ever so slight surge at high speed hard acceleration (60-80 mph at 3/4 throttle, but nothing big).
