Fender bolt holes

So at some point in the distant past, someone reamed out the fender bolt holes on my 63 valiant.

I'm looking to repair the holes to original size but I don't know what size they are supposed to be.

Are they supposed to have some adjustment slack only to be able to move them forward and backward out did they also have slack up and down?

No sir, I'm referring to a 63 valiant but I believe all early A would be the same.

Unless this is a concours restoration, I'd use bolts with larger attached washers like on later A-Bodies...

I wonder if they were hogged out because it was needed to get everything to line up correctly
