Fender Tag Decode?

I didn't get much help in the early a-body section, and I have had people tell me they could do this before, so here it is.

This is the fender tag from my 1965 Dodge Dart GT. I'm wondering if any of you fabo members could help me decode this? I can't really figure out how it works. Here are pictures, sorry about the quality.

Take a piece of paper and pencil. Place the paper over the fender tag and use the pencil back and forth across the paper. You should be able to read it better.
