L4R: I don't know...
PP1: Monotone red paint
Couldnt read if the last letter/number was a "O", "0" or "Q"

Sorry, don't know the rest of the bottom numbers... Still trying to learn and research this stuff.

I'm just curious as to whether or not it's :

- Built in L.A.
- Built for Calif ( the C.A.P. deal )

Yep it's VL21B75******. Whats the C.A.P. deal?

I believe that stands for "Cleaner Air Package", which I think was a California requirement. The 00080 is pretty meaningless. The six *'s in the VIN tell what number it was off the line.
 
Heres a shot of the engine bay. As you can see its missing the carb. And is that a 2 speed or 3 speed windshield wiper motor?
