Fender Tag Question

Took the feder tag off of my Valiant to clean & found an interesting number on it. On the right top away from the reg. codes is stamped Z38 kind of cockeyed. What is this. Could it be an inspection number or inspectors stamp.

is the code embossed like the rest of the codes, or is it stamped in it? if it is stamped in it, it's an inspectors code.
