Find this Dart

[Projectile Dart]

I found some pictures floating around the internet and I was wondering if the member was on this site. I tried using a reverse image search and it was a dead end.
I would love to read up on the build of it (if a build thread exists) or to at least learn more about it including where that front lip came from.
