fixing bubbles on quarters

i have a few paint bubbles on my rear quarters that has been eating at me for awhile now, rest of car is good,they are not all the way through, what is steps to fix these on my own? thanks
 
If they are bubbles, then it is rusted through. When you are ready to fix them I would sandblast the spots and you will see small holes where the moisture is getting behind the paint and causing your bubbles.
The cheap fix is to weld the holes shut but odds are that something will appear in the future in the same area. Plan on patch panels.
 

CARS is right. Spot sandblast and see how what it looks like underneath. Weld and or patch accordingly
 
just seems to be surface bubbles like it was not prepped right or something, i bought car 2 years ago, and i know they did a repaint not long before i got it, they havent gotten any bigger, i just know they are there and want to fix, body shop wanted over $500.00 to fix and like i say they seem to be surface only, any advice on the proper way for me to fix they are right at bottom so i can get away with a little trial and error? thanks
