Florida license plate "440 RTSE" on a Charger...Yours?

Anyone out there that used to have a Charger with Florida plates 440 RTSE ?

Even enhancing the photo I can't tell what year the plate is. Do you have a higher resolution picture? I may be able to track the owner if you have the plate year
