Actually he's probably safer as depicted in this photo, than the hundreds or maybe thousands of guys who've crawled under some vehicle to torch something out of there with a thin tin can full of gas next to 'em.

That would be pretty rough. I think neither of these is an ideal or safe situation.

Actually you want the gas tank full. It's not the liquid you should fear - it's the vapor. But I wouldn't push my luck either way.
