If someone does a disc brake conversion on a 73 Dart. Can you use a small bolt pattern rotor. Will it fit the spindle or do you have to use the BBP. Don't want to change rims.

No, you can't.
Two totally different brake system designs.

You have to use the whole Assembly. Rotors,spindles, small joint UVA’s, KH calipers, etc.

Aftermarket like Scarebird would get you disc brakes and small bolt pattern. Just another option.
