OK im really getting frustrated now....I have a new sending unit and a new gauge...Does the gauge of the wire going from the gauge to the unit matter?
Maybe i should have the arm bent on the unit to show full when i really do have a full tank... I dont know whats wrong at all
 
Wire gauge doesn't matter, but rusted terminals can throw the reading off. Does the gauge go to full when you ground the wire at the sender?
 
could be the instrument voltage regulator/limiter. I wouldn't go bending a float arm especially after a full setting. To have the gauge show empty just before actually empty should be your goal.
 
this is an autometer gauge... and even when i connect the stock gauge back up.. I get the same reading
 
make sure you have a good ground at the tank, run a jumper wire from the battery neg. to the sending unit base,,if it reads full then you have a bad ground , , providing the tank is full...
