Those are European candy bars (I believe a milky way is a 3 musketeers, I can tast the Mars but can't remember what the Continental counterpart is)
When I was 17, 18 I worked at a place down the road from a Mars plant, if the wind was just right my entire workagop smelled like molten chocolate

As for being European, I don't know... we had both candys here in the U.S. when I was a kid (1960s-1970s).
Milky way is like a 3 musketeers with Carmel, or a snickers without nuts. Still available out in the western US. Same Brown wrapper as its always been, not blue wrapper though.Where'd you find that ?
